Wilmington’s port will undergo an audit from Delaware’s state auditor

Wilmington-Delaware State Auditor, a warden of the port of Wilmington, Lydia York, has announced that her office will open an investigation into the State Port Corporation Diamond (DSPC), the state entity that runs the port facility and directs $ 635 million.

“The implementation audit will look at more of their processes and how they receive funds, they need to spend funds and how they are regulated,” Lydia York said.

In 1995, Delaware bought the port from Wilmington and created the Diamond State Port Corporation to operate the facility. The port of Wilmington is located in the merger of the Delaware and Christina rivers and is the most loaded terminal of the Delaware River.

The port generates millions of dollars revenue for the state every year. The port is a key economic engine for Delaware and is expected to become even more important in the construction of a new terminal.

“This is a significant industrial development- in the neighborhood with or inside the city of Wilmington.”

The audit will lead to a report that contains the auditor’s opinion and the confidence that the port is working effectively, looking at how the port corporation has processed hundreds of millions of dollars in taxpayer fund For the fiscal 2025.

“There may be interviews, there may be inquiries,” York said. “We will just ask-for questions-,-searching for documentation about the cause and answers that started.”

The audit will investigate how the port corporation has spent money on the Edgemoor expansion project. The Edgemoor project is planned to expand Wilmington port to build a new port terminal on a site in Edgemoor, Delaware. The Edgemoor industrial site was purchased by DSPC in 2017.

The project was delayed due to financial issues, opposing neighbors and conflicts with permits.

“Construction has been suspended because they have no permits,” York said.

Asked if the plans are on a break so far, York replied: “Just because you don’t dig, it doesn’t mean you don’t plan and I would expect it is happening now.”

According to the auditor of the Account Office, the state funds for a total of nearly $ 200 million have recently been transferred from the exclusive Escheat claims at the State Corporation Diamond State for the Edgemoor extension project.

The funds were intended by the former Secretary of Finance, the former director of the Budget of the Management Office and the Chairperson of the Joint Committee on Capital Improvement.
