Virginia Beach Sheriff’s Service announces new policies after the murder of Rolin Hill – 13newsnow.com Wvec

Sheriff Rocky Holcomb has banned the use of packaging restrictions from his cabinet and added more supervisory roles after Rolin Hill’s death in June 2024.

Virginia Beach, Washington-as a result of the death of 2024 of Rolin Hill’s bread, Virginia’s sheriff Rocky Holcomb has announced several new policies and positions that his office applies to guarantee the proper supervision.

The main measure was the ban on the use of packaging restrictions at the correction center of Virginia Beach. The restrictions on the shell, which are devices that immobilize the hands and feet of a person and do not prevent them from standing, were used on Rolin Hill by untouched MPs. In addition, another measure requires that the packaging restrictions be removed from the arrested before entering the custody of the sheriff’s service.

The other major change involved the resurrection of the position of Major, filled by Joseph Bartolomeo in early December. The position monitors all “prisoners -related services” in correction operations and has been in a dream since 2004.

Other measures include the addition of a staff member to act as a “prisoners’ defender” in any serious use of an incident with a force or resistance response and requires the master to examine personnel from a body chamber from these incidents.

The Sheriff’s service also added a second captain because of correction operations and examined the training with MPs in leadership positions to ensure the correct response to the incidents. The consultant also examined all relevant sheriff’s office policies related to the incident.

These changes follow the release of five MPs in October and the criminal charge from a major court hearing of three of these five MPs on January 3 in connection with the death of Rolin Hill, who was assigned to murder by the office of the medical specialist in October.

In the announcement of the new policies, Holkomb also provided the following statement:

From the first day I took this incident very seriously and took every possible measure so that it would not reappear. What happened is not indicative of the culture of the sheriff of Virginia Beach, nor to the professionalism, compassion and skills of our deputy Sharifs.

Our deputies are highly trained in the use of force/response to resistance and working with combat, mentally ill and arrested arrests. It is a challenging job, but we are the challenge and our duty is to guarantee the health, safety and security of every person who enters our doors.

I have personally met with every deputy to strengthen our training, policies and expectations and to guarantee that they understand the gravity of public confidence we support. I remain engaged in justice for Rolin Hill and all those involved in this incident and I have faith in our criminal justice system to ensure that justice is serviced.
