The Rangers Review revealed earlier this month that Philip Clement had informed Dowell and winger Rabbi Matondo that they were free to leave Ibrox. Coventry City made an approach for Matondo last week, but the move hit a snag over financial details and he remains at the club with days left in the window.
Now Rangers Review Dowell is understood to be closing in on a deal to return to England to join the side who are leading the League One title race. The midfielder moved to Glasgow in the summer of 2023 when he became the first signing to Michael Beale as boss. Dowell still has 18 months to run on the contract he penned, but will not be part of Clement’s plans going forward.

Birmingham have made an approach to secure Dowell’s services until the end of the campaign. The 27-year-old will become the third player to make the move from Ibrox to St Andrews this term following deals that saw Ben Davies and Scott Wright join the Blues earlier in the campaign.
Clement has already sanctioned loan exits for Robbie Fraser and Cole McKinnon – to Livingston and Ayr United respectively – this month, while Alex Lowry has joined Wycombe Wanderers. The likes of Leon King and Adam Devine will also be allowed to leave if offers arrive in the coming days.
The situation regarding striker Kyriel Dessers – who scored in Sunday’s 3-1 win over Dundee United – currently remains fluid amid interest from Serie A, but Clement dismissed suggestions that left-back Ridwan will be allowed to leave on window time Amid additional links with clubs in Turkey.
“No, for sure,” said Clement when asked if Ridwan was still part of his plans after watching his win at Tannadice. “This whole story is a total disgrace. That’s a good word. I’m with Alex Ray in the dressing room.
“I’ve seen Ridwan every day, for the last few days, so I’m hearing reports that he’s been in Turkey and all that stuff. No, he’s had a little injury. Hopefully he’ll be back on Thursday. It’s going to be limited, Limit , but I have no doubts about it.
“That’s also one of the reasons we let Robbie Fraser go out on loan to give him game time, because with Jephte and Ridwan we had two good players in front of him and Robbie deserved the minutes in the evolution as well.”
