Trenton watery work must be washed and replaced completely, state and local employees say.

The mayors of the municipalities served by the utility company say a new agency must be set up, citing a 217 -page damn report from the Ministry of Environment.

The mayors agreed to work together to “improve radically and to make the necessary investments” to create the new utility.
