The Wilmington area saw the effects of a potential tropical cyclone Monday with more than 15 inches of rain in some locations, along with gusty winds and power outages.
It is the second storm of the hurricane season to bring excessive rainfall since Tropical Storm Debbie in August.

By Monday afternoon, most, if not all, roads in Carolina Beach were unsafe to drive on. The same can be said for many roads in Southport.
Southport officials are reporting widespread flooding in the city at the mouth of the Cape Fear River, with several roads washed out and impassable. There were also numerous reports of flooding affecting homes.
In Carolina Beach, Mayor Lynn Barbee called for a state of emergency to provide additional resources to the area.

A number of roads in New Hanover, Brunswick and Pender counties were flooded by late Monday morning.
Power outages also increased.
According to Duke Energy’s outage map, major outages were reported to more than 1,000 customers in Castle Hayne and along Wilmington’s South College Road corridor between Pine Valley and Monkey Junction as of noon.

By 11 a.m. Monday, Southport Fire Department reported on Facebook that there were a high number of calls, flooded vehicles and flooded homes.

By noon on Monday, it was hard to just get out around Carolina Beach and survey the floodwaters.
