LUBBOCK, Texas (NEWS RELEASE) – The City of Lubbock is pleased to announce that Jennifer Frescaz has accepted the position of Chief Information Officer. Ms. Frescaz has more than 15 years of public sector technology leadership experience. She currently serves as the CIO and Managing Director for the City of Midland, where she began her technology career in 2005. Throughout her career, Jennifer has led large-scale IT initiatives, strengthened cybersecurity frameworks, and fostered cross-departmental collaboration to align technology with organizational goals .
Jennifer holds a BA in Mass Communications and an MBA from West Texas A&M University. She received her Certified Government Chief Information Officer (CGCIO) certification from the University of North Carolina in 2015. As of 2019, she serves as the West Texas Representative for the Texas Association of Government IT Managers (TAGITM) and was appointed to the Texas State Council on cybersecurity from 2022 to 2024.
Outside of work, Jennifer is a proud soccer and soccer mom devoted to her three children. Reflecting on her new role, she shares, “I am honored to join the team at the City of Lubbock and this amazing community in the heart of West Texas. I look forward to advancing a unified technology strategy that builds on the existing strong foundation, driving innovation and collaboration to benefit the organization and community.”
Ms. Frescaz’s first day in Lubbock will be Monday, November 11, 2024.
