The Baton Rouge-persons arrested a man living in an apartment complex for “mentally contested” people after he claims to have raped another resident who shows that they are the mental capacity of six years.

On January 25, officers with the Baton Rouge police department were called to the Drusilla Lane apartment complex for suspected sexual assault. The victim said that man Jonathan Kerr had done inappropriate sexual acts on him while in their common bath without his consent.

In subsequent interviews with the victim, employees spoke with a translator present, as the victim often had problems articulating his words. Investigators note that the victim has achieved a very low dictionary and tests for functionality and his intellectual ability is six years old.

When he was allowed to live in the apartment complex, Kerr claims he did not inform the property that he had been convicted of a sexual criminal. He was arrested in 2010 and accused of indecent behavior with a minor. He was also arrested by the parish deputies in 2023 for not registering the status of his sexual criminal.

Kerr was arrested on February 6 for rape of second degree and inability to register as a sexual criminal.
