On Thursday, October 24, CBP officers at the Juarez-Lincoln Bridge referred the vehicle’s passenger, Carlos Pargas Magallanes, 48, a lawful permanent resident of the United States, for secondary inspection. During a secondary review, CBP officers using biometric verification and federal law enforcement databases confirmed his identity and discovered that he was the subject of an outstanding warrant for his arrest for felony child indecency (sexual contact) issued by the office of Webb County Sheriff. CBP officers transported Pargas Magallanes to the Webb County Jail for arraignment.

The National Crime Information Center is a centralized automated database designed to share information between law enforcement agencies, including outstanding warrants for a wide range of crimes. Based on information from NCIC, CBP officers have made prior arrests of individuals wanted for murder, escape, money laundering, robbery, drug distribution, child sexual abuse, fraud, theft, and military desertion. Criminal charges are just charges. Defendants are presumed innocent unless proven guilty in a court of law.
