Leasing is the first step in the process of developing federal oil and gas resources. Before the development operations begin, the operator must submit an application for a permit for drilling detailed development plans. BLM reviews applications for permits for drilling, publication for a public review, conducts an environmental analysis and coordinates with state partners and stakeholders.

All parcels that are in federal sale of oil and gas include appropriate provisions for the protection of important natural resources. Information on current and upcoming BLM leasing contracts is available through the national fluid leasing system.
