MADISON COUNTY, Ala. (WHNT) — Two men are on the ballot Tuesday for Madison County Commission District 4.
Incumbent Republican Phil Vandiver is facing Libertarian Frank Hark for a county commission seat. Voters’ voices will be heard on November 5.

News 19 sent a series of questions to each candidate in this race, but Frank Hark, the Libertarian candidate for Madison County Commission District 4, is not currently campaigning for the seat.
Vandiver responded to our questionnaire. The answers he provided are below, they have been edited for grammar and spelling only.
1. Why are you applying for this position?
Vandiver: Madison County and District 4 have been my home for me and my family for many generations. I want to make the area as good as possible for my children and for generations to come.
2. How would you describe District 4?
Vandiver: District 4 is a fast-growing community in northwest Madison County. The southern part of the neighborhood is mostly residential with small commercial businesses. The northern area is a bit more rural with subdivisions starting to develop. There is very little industry in the district.

3. What are two specific things you hope to accomplish if elected?
Vandiver: The number one issue is to continue to improve our roads. The second issue is making sure Madison County is financially strong so we can have the funding for projects like roads and courthouse improvements that are needed.
4. What do you see as the most significant challenges facing Madison County? How would you help address these challenges?
Vandiver: The biggest challenge is the financing of the road infrastructure. We are working to make sure Madison County is financially sound so we can have the funding to make the improvements. We also continue to work with our state and federal partners to find available funding.
5. Who has inspired you in your life?
Vandiver: My parents, along with many other men and women in our community, showed me that if you want something better than what the government can provide, you go to work to make your own improvements.
6. What about you can surprise people?
Vandiver: After living and working in Madison County for 62 years, working in the church, working in the schools, serving in the community, there is very little that people don’t know about me.
7. What sets you apart from the other candidate in the race, why should voters choose you?
Vandiver: I believe my years of community service serving the schools, volunteer fire departments and many other local organizations prior to being elected in 2012 have given me an understanding of the needs of the area. Now, after serving 12 years on the County Commission, I still have the knowledge of the needs with the added understanding of how to solve problems. I believe I am the best candidate for Madison County Commission District 4 and would appreciate your consideration.
