County Durham estate HMO plan approved – The Northern Echo

The property at 41 Oak Avenue will be converted into a tiny house in multiple occupation (HMO) for up to four unrelated people.

The plans were initially submitted on July 1 and were given the go-ahead by Durham County Council on Thursday, a week after two other HMOs in Durham City were approved.

Durham County Council says the property is in an area with a low concentration of HMOs – below the 10 per cent threshold, with just 4.8 per cent of properties within a 100m radius being HMOs.

Following approval of the application submitted by Mr P Soulsby and managed by Origin Planning Services, the development is due to commence within three years and must adhere strictly to the submitted plans.

In an effort to ensure minimal disturbance to neighbours, the soundproofing measures detailed in the submitted plans must be completed before the property is occupied.

The exterior materials used in the redevelopment must be compatible with the existing structure in order to maintain the appearance of the area.

Loop and container storage must also be installed and maintained prior to occupancy.

The property will have a maximum occupancy limit of four unrelated persons and must provide three parking spaces prior to occupancy.

A management plan is in place to ensure the property is well managed.

The HMO’s licensing department confirmed the property would not need a license but would have to meet fire and space standards.

Highways authorities have raised no objections to the parking arrangements, which include three spaces in the car park.

The Environmental Health Department also has no objections as long as there are soundproofing measures in place before the property is occupied.

The inclusion of three parking spaces is expected to ensure there is no negative impact on local traffic, and cycle storage provisions encourage sustainable travel.

The proposal does not significantly change the appearance of the property, as the changes are in line with the area.
