Cpl Jolene Garland says he was traveling at more than 170km/h and failed to stop for police, continuing to drive erratically.
Deer Lake RCMP arrested prolific offender Archibald Billard, 36, after he fled from police on foot from a house on Middle Road in Deer Lake. On Wednesday, October 23, Billiard was driving while prohibited on the Trans-Canada Highway near St. Jude. Cpl Jolene Garland says he was traveling at more than 170km/h and failed to stop for police, continuing to drive erratically. A second officer attempted to stop Billard in the community of St. Judes, who again failed to stop for police and drove at a high rate of speed and in a dangerous manner. In the interest of public safety, the police did not pursue.
Billard is currently facing trial on a long list of charges and is under a number of court-ordered conditions following his recent release from custody. Garland says that on October 15, 2024, Billiard was released from a Grand Falls-Windsor court on fifteen felony charges that occurred on October 12, 2024 in Deer Lake and Grand Falls-Windsor. Charges include impaired operation, prohibited operation, fleeing police, dangerous operation, possession of a controlled substance for the purpose of trafficking, possession of a controlled substance and probation violations. Upon his release, Billard was ordered to appear in person at Bay St. George RCMP and failed to meet this condition. He now faces seven new felony charges.
