The Washoe County Commission voted 3-2 on Tuesday to appoint former deputy registrator Andrew McDonald as a new registrar of the district voters.

The appointment comes after a leave of former temporary registrar Carrie-Ann Burgess in September.

The district held the hiring of a permanent secretary of voters from August to October. Since Burgess was a temporary secretary, the plan had always been recruited for a permanent person to fulfill it, according to Betani Dracedale county spokesman.

McDonald was selected from 41 candidates and recommended for a meeting by Eric Brown County Manager.

Previously, McDonald was an assistant registrar of San Diego County Voters and Clark County. He then became Deputy Secretary of the voters of Washo County in 2024 and filled in for Burgess during her vacation, monitoring the general elections of the Washo County in 2024.

Commissioners Jeanne Herman and Mike Clark voted against the appointment of McDonald’s.

“I’m very concerned about this meeting,” Herman said. “I think our citizens deserve someone who is super qualified and I fear that we do not do the job if we do not look at this a little better and go back to the drawing board.”

According to HR representative Julie Paholke, a commissioner is invited to participate in the selection process, which was Herman. Herman said on board on Tuesday that McDonald was not her first choice then and now.

Clark voted no because he thought Burgess’s vacation was not yet settled and wanted a better selection team.

“I want someone else to choose,” Clark said. “We have to get someone here who knows how to choose someone who can stay and complete the task.”

District Attorney’s assistant Nate Edwards said the county could not comment on Burgess’s leave, as there were current litigation and staff investigation. However, Edwards said that he had never seen a temporary stay if a different person was chosen on board to fill the position.

Why are there so many registrars?

McDonald has been the fourth registrar in Washo County in the last four years.

The line of registrars who left the county began when Diana Spicula resigned before the 2022 election, citing threats, harassment and stress. Jamie Rodriguez took over as a temporary secretary before the 2022 election and was appointed to the permanent position in December 2022.

Rodriguez submitted his resignation letter in January 2024, becoming part of a wave of best election employees who call it in Nevada. Burgess then took over the temporary registrar in January 2024 after acting as a deputy secretary since September 2023.

Months later, Burgess claims that the county forced her to leave in September, according to the Associated Press. McDonald is filled in for his role through the general elections.
