Loni Terel Hawkins, whose criminal history dates back to 1996, has four previous convictions, including theft by the person possessing a firearm by a criminal, possessing a stolen motor vehicle and an attempt to own a stolen vehicle. Hawkins has also repeatedly violated conditional release and test in the past.

In 2023, Hawkins was arrested after Renault police responded to a signal of any abduction. The victim announced that Hawkins had given her fentanyl and then asked for sex in exchange for drugs. He was captured in his vehicle, threatening to take her to Las Vegas to work as a prostitute for him. Hawkins is sexually abused by the woman before being found, arrested and subsequently convicted after a trial.
